Gujarat state Prohibition and excise department has decided to start issuing liquor permits to NRIs and foreign tourists arriving in Gujarat. The NRIs, foreigner as well as domestic tourists can get temporary or permanent liquor permit. Gujarat is a dry state so according to prohibition act, selling or drinking or manufacturing of liquor/alcohol in Gujarat is not accepted.

On Liquor e-Permit website, an applicant needs to file an online form. After submitting scanned legal documents evidences, an applicant have to pay online. After that an applicant has to print out the e-permit, he/she can visit any approved liquor shop in the Gujarat state to purchase liquor. Government appointed person at liquor shop will check documents, identity proof and conduct physical verification and allow purchase of liquor.
How to get Liquor Permit Offline in Gujarat?
If you have not registered for liquor permit online and you have arrived at Gujarat airport then also you can get your alcohol purchase permit.
The visitors can get necessary forms, and file it along with the permit fee with Tourism Corporation of Gujarat Limited (TCGL) officials at the airports. A foreign passenger only needs to submit a photocopy of the passport, while domestic travelers will have to give their identity proof. Once the license is given, they are free to buy alcohol from any authorized liquor shops across the Gujarat state.
A visitor staying in some other hotel which does not have a liquor shop or is staying as a guest with some local resident will also be allowed to get tourist liquor permit by providing the mandatory documents. Many hotels in Gujarat are licensed for liquor shops and the big cities of Gujarat are having many hotels with permission for liquor.
Many local people are purchasing liquor with permit on the bases of their health certificate. In 2013, there were no fees for NRIs and foreigners while for tourists of other states, it was Rs 70 for a weekly permit. The state government gets around 3,000 such applications every year.
